CIA, KMT, and Tibetan Covert Operations (1950-1960)
SUMMARY
This dossier investigates the covert operations conducted by the United States, specifically the CIA, in conjunction with the Chinese Nationalist Party (Kuomintang - KMT) and Tibetan resistance leaders between 1950 and 1960. Research indicates these operations focused on anti-communist efforts, particularly in Tibet. A key academic paper highlights the trilateral relationships and the consequences of these attempted covert actions, contrasting with existing literature by focusing on direct operational details. While the CIA maintains a public reading room for declassified documents, specific records pertaining to these KMT-Tibetan operations are primarily discussed in scholarly analyses rather than directly accessible declassified files within the provided sources. The involvement of Chiang Kai-shek in advocating for joint operations and the launch of 'Operation ST Whale' are cited as examples of these collaborative efforts.
STRONGEST CASE FOR
The strongest case for these operations suggests a coordinated, though sometimes reluctant, effort by the U.S. and KMT to support Tibetan resistance against communist expansion during the Cold War. The KMT, having retreated to Taiwan, sought to remain a relevant anti-communist force, and the CIA saw value in disrupting Chinese Communist Party influence. Academic research explicitly details proposed joint operations, recruitment of Khampas, and specific operational names like 'Operation ST Whale,' indicating concrete planning and execution of covert actions based on the strategic interests of all parties.
STRONGEST CASE AGAINST
A counter-argument might emphasize the limited direct evidence from *publicly available* declassified CIA documents confirming the full scope and details of these operations, beyond what academic sources interpret from classified materials. While the CIA has a declassification process, the specific documents detailing the KMT-Tibetan collaboration may remain difficult to access or are interpreted indirectly. Some sources indicate the CIA's reluctance or initial hesitation to engage in certain joint operations, suggesting a less cohesive or less impactful involvement than proponents claim.

I don't know why you don't think the CIA would have maps about what a Chinese invasion of Taiwan would look like. The arrows on the map make it quite clear which direction the troops are going.

I suspect Taiwan KMT would have surrendered shortly after, not having access to ROC gold to buy US support in the region. I would speculate without ROC support of the Dali Lama and various covert programs in Tibet.

So with that out of the way, lets try to hit every area possible for just how corrupt the KMT was for its entire existence on the mainland (this corruption continued in Taiwan, however since your question only asks up to 1949, I'll stop there).
